During this time of emergence things are begining to grow and take on an independent existence we have little control over this emergence so although it is a time for the unusual or unexpected it is not a time for important decisions.  These can be delayed for another time.

Energies  - Things are happening behind the scenes.  In incubation or hypbernation things are happening out of sight.  A time to let things take their natural course.  At this time the best we can do during this stage is to prepare.  To set in place if possible supportive systems that will work for us at a later date.

We may need to create policies for clarity or develop administrative systems that will support future growth.  We could even spend this time gathering research that will later feed our ventures.

It is important not to rush things.  The energies work at the pace that they work.  Any frantic energy that we have can put to good use in preparation tasks.
